What SPAN TS 21827 is

SPAN (Suruhanjaya Perkhidmatan Air Negara) is Malaysia’s national water services regulator, and its TS (Technical Specification) series is the baseline reference for water authority schedules. SPAN TS 21827 covers MSCL pipe — a mild steel structural barrel lined internally with cement mortar (for water quality and corrosion protection) and wrapped externally (bitumen enamel or a specialised painted coating).

Where a water-authority schedule mandates “steel pipe to SPAN TS 21827,” that establishes the absolute compliance bar for the supply — and third-party certification of the product is the normal proof of conformity.

What the standard fixes

According to the published schedule, SPAN TS 21827 strictly dictates the following parameters by nominal diameter (DN100–DN2700):

  • Outside diameter and minimum steel wall thickness — the core structural integrity of the steel barrel.
  • Minimum cement-mortar lining thickness — internal protection against corrosion and flow degradation.
  • External wrap thickness — the exact measurement for bitumen enamel (e.g. 3 mm) or equivalent painted finishes.
  • Hydraulic test pressure — the works test each pipe must pass, categorised by diameter and steel yield class.

Certification and water-authority acceptance

For MSCL supply on SPAN-regulated infrastructure, the pipe must hold formal third-party certification validating compliance with SPAN TS 21827. Conformity Assessment Bodies (CABs) such as SIRIM, ANQAS, IKRAM, or internationally recognised marks like WaterMark verify that the production batch meets the declared standard.   • Joint type (spigot & socket or welded) and fabricated fittings configured to match the installed barrel
